I have been able to decode MOST of this tag below. Can I get the rest decoded and a confirmation on what I find?

PEE  C=   a C-4 out of a non Hi-Po 289 (this I found @ Mustangtek)
289= (engine size?)
6M10= December 10th, 1966 (easy part to decode)
B= (?)
3= (shift?)
