In search of 64.5 Mustang by Original owner

Hello!

A good friend bought a 64.5 coupe off the showroom floor in california in 64.  Story goes she bought it two weeks BEFORE they were sold to the public.  One of the first on the streets in Cali.  Don't have much info but this picture.  That includes the license number.  and the following info

64.5 Coupe
inline 6 cyl.
Poppy Red ext
Int???  From the photo looks white (she can't remember) maybe red and white??

License  HUP 041

Car was bought in Redlands.  They lived in San Bernadino

Thought it would be cool to reunite the car with its original owner....its a long shot but have to try!!

Is this something that the local DMV be able to assist with?

I've tried in the past to trace back some information regarding my 64 1/2 but it difficult as I'm not a US citizen...

Many states will not help you find past owners due to stalker laws on the books California being one of those I believe. Also since there are so many cars in the state if the car goes unregistered for a few years it gets purged out of the system
