I have pulled the rear vent apart and noticed that the chrome has black paint on it, should this be removed or is that correct for a early 1966 SJ FB?

The black paint is correct, most don't realize and get the detail wrong.  Be sure to use a satin black, shouldn't be shiny.

Be prepared to spend a lot of time cleaning, masking and finally painting them
but once its done they turn out nice.

That part looks like nothing I recognize: I have a 66 Metuchen FB.  Is that the rear quarter vent?  I had my car completely disassembled except for the rear quarter vents and I simply don't recognize the part in the picture.

The screen is not there so it may look different to you.

Same here.  I have a '66 Dearborn fastback, and I've had the vents completely apart in the not too distant past.  I'm having trouble figuring out exactly what that part is in the picture.

I would be inclined to say flat black. I have three used LH sections (from sources unknown) that are in good condition and the paint is not shiny at all. Same for my 66 "K" Fastback. The screen looks to be natural, the shear of the expanded metal is shiny. The inside deflector inside surface is flat black, the outside of the deflector is grey pot metal, natural. I think a lot of masking is required.

i did a set of those a few years ago and it did indeed require a lot of masking. i let the car owner do that task. all i did was shoot paint.

Agree with stain or semi- wasn't flat IMHO and have had dozens apart.  Should have some with original finish around somewhere in the boxes

It's flat. I took one of mine apart, the left hand rear (C5ZB-63280B46-A), it's painted very sloppy and is more dark gray than black but under the surface where the inside deflector(C5ZB-63280B92-A) holds the screen, it's flat, there is no sheen at all. Also the deflector's ends are painted flat black, probably painted at the same time as the internals without a mask. I did a comparison to flat black in FED-STD-595 (called lusterless there) and on both the Standard's sample and the deflector's ends I see the same lack of sheen. That is what I would expect for a black out effect.
