Not trying to answer my own question but I'm fiddling with this today.
If you look at the attachment photo, the clip ,where it is at right now is the only way I can see it being mounted for the following reasons:
1) This is an NPD repop clip. The only one available is for the 1969's. This is one of them. I have been told that the genuine 67 clip is about a quarter inch shorter. If I had one I'd be using it.
2) Then if it mounts here, the base of the clip is squeezed between the support tube and the shifter base. That is the original bolt, and it is not long enough to put the clip on, then a nut/washer to hold it outside the shifter base. There are not enough threads sticking out.
3) Either way, if it mounts here, I'll need to put a small slice in the boot. There is no hole for the clip to protrude through the boot otherwise. The boot is a repop one also, so, maybe it was made to fit more cars than this application. So they made it without a slit for this clip (I think).
Now. I've still got to plate the shifter base so I have a few days before I'll be putting this together in this manner. If the clip faced up, that too will be OK but the boot will be pulled in right there. Seems to be a more comfortable mounting this way. The clip the is also close to the floor
There is no picture of this mounting in the Ford service manuals 68 and 70. The assembly manual shows it, but shows no boot, so here we are.
