were both upper and lower control arms painted on the 64.5s? or were they dipped?
Is there a good source of factory suspension finishes (64.5 - 66) for all suspension items?

Both upper and lower control arms for 64.5-66 should have been dipped in black paint.

This website is probably the best source of information for suspension finishes.  You can search old topics or create new ones if you can't find answers.

just to clarify: my understanding by saying dipped is that they are half dipped, or am I wrong, should they all be painted black?

Yes, dipped to a few inches before the ball-joint assy.  Plenty of examples, some posted on the forum.
