Correct Assembly Order of Rear Bumper Hardware?

I'm trying to reinstall the rear bumper on my '69 Mach 1.  Since the bumper, the brackets, and all hardware were missing when I bought the car, I'm kind of at a loss at what order this stuff goes.  I bought the concours mounting kit from AMK.  I have foam rubber pads, gold-colored flat washers, silver wave washers, and shims, and no idea how it all goes together!  I looked at the Osborne assembly manual tonight, but couldn't really make out how to install everything.

Could someone possibly tell me the correct order to install of this stuff?  Thanks!

Chrome bumper bolt through chrome bumper.
wave washer between bumper and bumper bracket.  Attach nut to chrome bumper bolt.
attach bumper bracket to car.  Pads go between car and bracket.
flat washers, inside of the trunk area, between car interior and bumper bracket bolts.
Two people to install bumper.
The shims are for Assorted adjustments.  What did I miss ?  Brian

Looks pretty good - might include black dumb dumb between last washer and body depending on plant and assembly period

Would it be correct for a Metuchen car built on June 5th, 1969?  And sorry, but I want to be sure: which washer exactly would it go on?  The gold-colored one on the inside of the trunk?
