You can have the pot metal pivot re-chromed without removing it from the frame. My plater that does this usually will buff the stainless frame at the same time. I tell him to do a final buff that puts back simulated machine buff lines.
Keep in mind that the frames were probably somewhat shiny when new. 40+ years of exposure will dull them down a little.
As far as judging standards, I would suggest that there could be a deduction if they are buffed to a mirror finish with no lines.
