Correct finish on 67 valve cover bolts

I ordered factory original valve cover bolts for my 67 Mustang from a reputable parts source and they are black (not painted; looks like original finish). Is this the correct finish? Or should they be Ford blue to match the valve covers?

For 1967 Mustangs, all valve cover bolts are cadmium plated. For non-chrome valve covers, varying amounts of the bolts were installed and painted corporate blue at the time of motor assembly. The remaining bolts were attached later. Obviously, the bolts on chrome valve covers were not painted and retained the original cadmium plating.
