Thank for the detailed reply, the MPAC and the assembly manual are not clear as how the washer were used.

Keith : The Assembly Line Part is considered a "Standard & Utility" (Hardware) Part, Part Number 374043-S, described as a "5/8", Flat, Felt Washer, with an I.D of 0.690', an O.D. of 1.30", and a thickness of 0.125". I have attached a p0icture from part of a page in the 1964.5/ 1965 Electrcal Assembly Manual showing its application.

The Sevice Part (C1AZ-10A717-A) would be similar, and with the identical application, only to both the positive and negative terminal posts.

Here are a couple of links to felt pad sheets on Amazon. The are listed as 0.120 inch thick. Obviously you need to cut the washer to the right outside diameter, remove the "sticky" from the back, punch a 5/8 to 3/4 inch hole to fit the battery terminal, determine the "finished" color (light materials are easier to make darker than the other way around) and last but not least, figure out what Ford "M-7012 Rust Preventative" is, which may also solve the color question.
