Air Snorkel operation

I have this air snorkel for my 1964.5 with a 260 CID engine.  I am trying to figure out how it works and if it works.  It appears to have some spring-loaded flapper inside.  I would think that when cold it opens drawing hot air off the exhaust manifold and once hot it closes to draw fresh cooler air from engine bay.  But this is just a guess. 

Mine appears to be normally opened (therefore drawing hot air from manifold).  I hit is with a heat gun to see if it closes and I see nothing happen.  Should something happen?

Any wisdom on its operation would be greatly appreciated.

the factory shop manual gives a very detailed description of this item. check it out.

Thank you, from your suggestion I did check it out.  The manual describes it operates just the way I presumed it did.

I tested mine and it did not work at all when I put a heat gun to it.

I took the whole thing apart and cleaned and lubricated things and lo and behold it now works as prescribed.  I love it when things work out.
