After doing a search I have found that the engine mount block bracket and frame bracket should be natural steel. Should the rubber insulator bracket be natural as well?

It could be but more typically the upper portion was blacked out with the rubber coating or paint and the lower "ears" portion that the single motor mount bolt goes through was bare steel.
