identify delayed wiper

Can anyone identify this delayed wiper option.  I didn't know 1970 had this.  I knew there was a 69 version out there (mostly on cougars) can anyone shed light on this??

Part number on the governor is for a 1970-71 Torino or Cyclone. B body Ford / C body Mercury.

Switch is 1970 Mustang / Cougar.

my 1970 Dearborn built car is a Marti Report 1/of/1 car because of the delay wipers here is a picture of the governor.

Yes. For 1970, some  versions of the controller has a piece of tape with "D0ZE-" stamped on it covering up the C9ZE-### number.
Inside, I have observed that a buss bar has been soldered onto the caps of the fuse that was installed on the circuit board. Buss bar is about the thickness of a paperclip.
Lots of 1969 control boxes do not work due to the blown fuse.

A interesting aspect of the wiper delay was that Ford Motor Co. infringed on inventor Robert Kearns' patents for intermittent windshield wipers.The lawsuit against the Ford Motor Company was opened in 1978 and ended in 1990.  A federal jury ruled in his favor.  Kearns invented "blinking" wipers in his basement.

Saw the movie, an excellent and interesting show. All though he did well in the end, it wasn't about the money for him.
