windshield molding clips

Did original windshield molding clips have a rubber covering on them? I just cleaned up the clips off my car and I expected to be removing sealer but there is also thin rubber on both sides of the clip. I just ordered new clips and they don't have this coating.
Also convertibles are suppose to have 14 clips (I only found 12 on my car) and hard tops use 22. So why are parts suppliers selling them in package of 12?

No rubber coatings on the clips on any I've ever seen from the factory in 65. What you found may be replacements
