SO the picture is not of the car in question its of a reported Shelby from another year.
Two of the holes (one inside the other on the overlap) would be typical and on both sides for the E brake retainer given your floor style. Another hole that would on any 66 would be a second hole for the E brake cable retainer.
Think Charles was maybe suggesting that if dual exhaust was added they can often put the brackets on any place with big ugly screws
Is there a plate covering the other holes on the inside of the car of your car?
Is that sealant in those blocked holes on your car or is it even the same in that way?
Got a picture of this are from the interior side from your car?
The gray primered interior appears to show spot welds over the rear frame rail not out in a visible (from below) floor panel. Its approx 4 inches forward and outwards from the picture/holes in the first picture from what I can make out
Couldn't find another example though roll bar would be the first guess with a repair especially since the example you posted is a Shelby. Not recall the best place to anchor a roll bar but installing an universal one you don't get a choice
