1965 SJ Emergency brake frame brackets

Hello, I found 2 of these brackets in the trunk of my 1965 San Jose 289 coupe, Build date 30 March 1965. I was able to determine where (2) other brackets go to mount/secure the emergency brake cables at the rear frame rail. Are the 2 other L-brackets related also? (picture) Thank you.

There are four ( to inside the frame rail and two outside the frame rail ) that secure the rubber insulator in the "Tube" formed between the frame rail and floor
