I am putting a new Spectra fuel tank in my 68. Will the tank rust without some coating on the outside?

Don't know about that particular supplier and what they plate the metal with but typically - especially as our cars are normally stored, cared for and use I would not worry that its going to rust on the exterior like it were bare metal. If concerned use one of the micro film oils wiped into the surface as mentioned in many threads on this and other sites.

It would take years for it to actually rust under normal conditions.  The tanks come with a coating of what looks like cosmoline.  As long as you don't wipe that off, it should stay nice a long time.  If you do have to wipe it off due to dirt/dust, then reapply another rust inhibitor like Boeshield or similar.
