I have taken dozens of these apart and have never see that sealant. There is problems with water intrusion around the tail lights I suspect that a PO was trying to seal thing up better.
It is odd as it is not a daub of silicone or sealer. It is very uniform and was really on there.
On a few screws, the tips are dipped in a wax-like substance. It's a possibility. The tail lights were delivered to the plant assembled, so the 68 Electrical Assembly Manual does not show the hardware (AM0023 pg 31). The 75 MPC (ILL Sect 134 pg 15) shows 372856-S (UU-79) screws used to hold the assembly together but that part number does not clearly identify finish or if a sealer was used.Jim
