Was at a local show yesterday in Texas. Came across an interesting car. The consecutive unit number was 100193. Is that considered a pre production car? There is more to this car that is concerning though that I’ll save for later.

It's "early" production, and maybe day one. VINs earlier than the one you found ware scheduled to be built on March 5, 1964. Many of those documented in the Mustang Production Guide were destined for special purposes, like racing in England, Holman and Moody, etc. The rest of the VIN and the door data plate might give more info.

Well here is where the interesting part comes in regarding the door tag. I believe it was switched as the unit number on the door tag was 111713 or something similar and then that VIN was hand stamped or etched above the VIN on the inner fender that is visible. There were no stars on either side of it though and didn’t look normal.  The VIN on the passenger side I could see and it matched the 100193. The beginnings were the exact same regarding plant, body type and engine code. The car was Rangoon red with red interior and a white top.  The car was also titled with the ViN on the dataplate and not the 193. I told the owner he might want to get it checked out. Also told him the passenger side fender was replaced as it had the raised triangles. The hood looked correct and carried a February date code. Inner fenders had January date codes.

Not really sure what "pre production is and how it is defined. Like many terms the hobby or magazines come up with there is often not a commonly accept definition that all people end up embracing. "resto mod" was just one of those terms

Sounds like it likely had some sheet metal repair or something else that is only going to challenge the current or future owner.  Since you didn't provide the factory we can't discuss common practices or other examples (apples to apples)_
