To add some clarity, some phosphate finishes may vary in color and tone depending on the type of acid used and type of material to be phosphated. Finished colors should be dark, olive drab, black, or others, but it will be dark, especially after the oil step. That is another process step.
In the case of the clips, they are made from stamped spring steel, which has a smooth, shiny texture, but are not immediately oil dipped because the "plastic like" material applied over the end to prevent wire abrasion needs to be applied and that material needs to stick. They may be oil dipped after that to prevent corrosion on the exposed end.
