Don't have any examples of 68 Couagrs that I can identify as being Hertz rentals. Just to narrow down the search if your example from Dearborn or San Jose?  Of course Shelbys were built at a different (non-Cougar) car assembly plant and not all of those received the different door tags with the "Special Performance Vehicle" printing on them.  Looks at other 68 S and even R code door tags from cars built at San Jose and Dearborn I have pictures of (Mustangs) I could not find another example with anything other than the standard door tag

In later Mustangs the Special Performance Vehicle tags were used for the Boss cars and cars like the Talladegas .

Looking at some of Kevin Marti's research his findings were that the Special Performance Vehicle door tag was introduced sometime in Dec 68 and other than being used on the Shelby they were also used on the 68 Cougar XR7-G's for some reason.  In 69 they were also used on Ranchero Rio Grande models

With regards to 1968 Shelbys, cars at the beginning of the year do not have the SPV block, later cars do. Hertz cars do have it, but it is not Hertz exclusive

The Special Performance Vehicle door trim tags were used on Cougar XR7-G's through about the third week of March 1968. Most of these are Hertz XR7-G's, which were 200 of the first 202 XR7-G's built. All Hertz XR7-G's were built before any other XR7-G's with two exceptions that were built to be displayed at the 1968 Hemisfair in San Antonio, Texas. All XR7-G's were built at Dearborn, so there would not be any Special Performance Vehicle door tags on Cougars from any other plant.

I preach to anyone who will listen - if your car has the original door tag, do not replace it. Reproductions are available, and are easily spotted. A reproduction door tag in my opinion devalues the car significantly.

This car was built on March 21, 1968 which was the scheduled build date. It is among the first XR7-G's to receive the standard door tag. Notice that the standard tag says "Mercury" while the Special Performance Vehicle tags say "Ford".

To answer your question specifically, no, there are a few non - Hertz XR7-G's that have the Special Performance Vehicle tag. On the other hand ALL Hertz XR7-G's should have this tag, and none have been reported to the registry without one, if the original door tag is present.
