Yes, and no. California was a definite yes, but, there may be that "quirk" in California law that said required on - "cars built after January 1, 1965". Plus, I believe there were other states that required that hose.

If I recall correctly for 65 Calif delivered cars ( and some other states - a few) the only requirement was the closed system. PVC and the closed breather to air cleaner connection

I have examples as early and August 64 So basically from the start of the 65 production year.

On cars delivered to Calif during the 64 1/2 period I have a fair number of  examples of V8's and 6 cylinders with the same system   including cars built and shipped to the state from Dearborn.
