PS cylinder to bracket

Shop manual calls for 18-24 FT-LBS on this.  As I was slowly creeping up, took a lot of turns, I stopped at about 12 when the diameter of the NOS Harris rubber had an OD of the washer.  The rubber was splitting.  It is rather stiff but similar to the reproductions I have.  Do I stop early and rely on the lock nut?

I would. Never used the torque tables for much more than building drivetrain assemblies. Just me  ::)

Ever have a OA inspector keep an eye on your work progress and writing it down for the record? I learned by the book. Just me  ;)
