I do have the Ford Assembly Manual but often like in this case I can identify the bolt but how do I know what the finish is if there is no mention on the page.  In this case on page N8-8100 I see the bolt is 372434-S2 but what is the finish since there doesn't seem to be any mention of it? Thank you for all the help.

S2 is the finish . You should also have the AMK guide to fasteners  to explain the numbers and letters seen in the assemblyline manuals.   https://www.amkproducts.com/parts/ford/guide-to-fasteners/  This companion book to the assemblyline manuals decodes the fastener numbers to show what the bolt looks like size ,thread etc.

I thought that these parts would be the same between Mustang and Cougar, Not.
Probably cut from the same rubber hose,? depending upon the diameter of the out bumper bracket tubes. The ribs look the same in a previous picture as my 2-1/2 inch insulators.

1967-68 Cougar outer bumper tubes are 1 inch in diameter. The insulators are from a rubber hose approximately 1/8" thickness, with a 7/8" inside diameter. They are 1-1/2 inches long and per the body assembly manual have a part number of C7WB-17B947-B.

1969-70 Cougar outer bumper tubes are 7/8 inches in diameter. The insulators are from a rubber hose approximately 1/8" thick, with a 13/16" inside diameter. They are 2-1/2 inches long, I found a number in the Mercury MPC, D0WB-17B947-A. There would have been a C9... number too. I have two examples with slightly different side wall thicknesses.

Here's what I got from NPD. I had to order a few things so I thought I'd get these too particularly since I didn't have the smaller insulators.  The large ones are not even close.  Definitely just split heater hose.  That's ashame. Are the smaller ones at least correct?
