Steering column cover "adjustment" (horn fix)

Horn is not working after I replaced my aftermarket wheel with a stock unit.  It appears that one of the 2 horn contacts in the column is not touching the steering wheel,  hence horn not working.

To fix this,  as I read elsewhere,  the steering column (cover) apparently can be moved in and out,  independent of the steering shaft inside.  Thus you should be able to pull the column towards you slightly,  resulting the horn contacts coming closer to the steering wheel contacts.

I've loosened, but my steering column cover is not moving.  Anyone already experienced with this?

You will have a certain amount of resistance from the rubber insulator on the top of gear box and the one going through the cowl.

Well I have it loose enough to be able to rotate the column, but I CANNOT pull it up at all.  Can I get some more input on this ?

Long shaft, or with a rag joint?( Two piece)  Then we can discuss the fix.
