Upper z bar  spring brackets are more typically semi black then not painted. The chassis side Z bar bracket is bare steel or light PO . It is my understanding based on personal observations and those of one of my crabby parts hound teachers that the zinc plating was commonly added to service parts after the 1969 production year .
