My 70 Mach 1, 351W (H code), 4 speed, 3.0 ratio rear end, non-power steering, non-power brakes, non-AC is missing all the panels, brackets, hinges, back seat, and package tray. How can I tell if it was a fixed back seat with a package try or a fold down seat.

Get/Purchase a Marti report or find the original buildsheet in the car

You could check to see if certain holes were used for brackets but a PO could have added a fold down at some time in the past so IMHO that isn't reliable

If you're in a hurry, you can opt for the cheap email Marti Report.
Check for the brackets spot welded to the floor pan to receive the screws shown in the chrome inserts.

Believe you will find that the brackets your referring to were installed on non-fold down sportroofs/Mach I's/Boss's

Just for the record that's not the rear panel for a 69-70 fold down application

Your first picture seems like the view of the bracket I remember seeing on my car.
What's attached to these L & R brackets on fixed rear seat cars?
Got to be something otherwise it doesn't make sense for Ford to install them with assembly line cheapness being the order of the day.
Certainly a bonus for fold down conversions if all sportsroofs were so equipped though.
The panel is in fact a 71-73 version.

If the car was not ordered with the fold down option the brackets remained unused as shown in the second picture (same bracket as in first picture). Notice the package tray above and the bolted in rear seat panel. In 67-8 they hold the rear masonite panel in place on the non-fold down cars
