Were all Mustangs and Shelbys from 65 & 6 equipped with the brackets welded to shock towers for the shorter export braces or were they kept off from factory for the shelbys since they got the 1 piece braces?

No not all of the Mustangs and Shelbys built in 65 & 66 built with the shock tower brackets for the regular Mustang shock tower supports

or were they kept off from factory for the shelbys since they got the 1 piece braces?

vast majority of the 65 Shelby's (also the export vehicles) and almost all of the 66 Shelby's would have been built at the factory without the Mustang shock tower support brackets

Trick is knowing which ones did have them at some point
