1966 200 6 Cylinder C-4 Trans Plate Color

What color is the lower half of the plate that covers the the front lower bellhousing? I am working on a 1966 Dearborn Sprint 200 C-4 automatic with an April, 1966 scheduled build.  Thanks, Roger.

I've seen them both unpainted and in Black Semi gloss but don't have any info on where they were built or if there was a transition time during that model year where it went from unpainted to painted.
