Nice job with the photos you guys. Perfect. The scoop actually will pop off of there, as there is a spring clip (a recess really) underneath the scoop that just presses onto the round valve, which is raised slightly, off the pump housing. A wooden paint stick, trimmed, or similar would probably remove it, rather than a big 'ol screw driver.  If they're old, thin or rusty, they'll bend pretty easy too, so you have top be kinda careful. It's a rare piece, as was mentioned and nice to have. They are actually "directional" in function. I bought one of these guides a year ago or so and it's fairly good with additional detail with these:

You're most welcome Jeff. Much better price than I think I paid and that person has 100% feedback to boot! Invaluable resource though, besides Bob Mannel's book. I had my system pulled off for so long, I needed the help! :-[

So the scoop is a cover for the relief valve on some air pumps ?  I should be more specific would it be on a 67 390 ?

No - don't believe so. Ford dropped their use - apparently not needed and it saved them 10 cents or something like that :)
