That's real close to the changeover.  Could go either way, but maybe find some original cars close to production in yours to compare.

I have a April Dearborn convertible and the hood bumpers are plain without screws.

I have an estimated Dearborn Build Date 23A that has the Bumpers with the Screw Holes. The same car has Wiper Bezels, Screw on Windshield and Backlight Molding Clips, an 'A' on the Air Vent Knob and other 64-1/2 features.

I also had a Dearborn 28R with Plain Bumpers.

Since my current car was 5 months into the 1965 production year and still had 64-1/2 elements, there may still have been some old bumpers that made it onto your car. Purely speculative mind you since I have nothing documented to show that this could be true. Plain seems more likely but again just speculation.

Since we have no solid information about when or in what order the cars were completed and you have nothing to go on from your car - as far as what might have been original - you are left to best guess. At least using this method you have some reasoning behind making a choice IMHO  But it does appear (now with some documentation) that your car was likely built in the period when the change took place or was about to take place.

Yes I agree, as long as I am not obviously wrong I will be happy.
I have two sets and wanted to see if I could find out which to use. I will use screws.

On the screw ones, keep in mind that there are a couple styles, straight edges and beveled edges.  I usually try to restore good originals instead of using repro.  They can be plated as-is with the rubber.

I didn't know there were 2 screw type versions, guessing mine is the beveled edge?

Presumably there is an early and late screw type, or is this plant specific ?
