for the semi gloss black to put under the VP-4464 , did you recommend a brand ? It's a black primer or can you show me a good stuff to buy for that..really don't know anything about paint !!

Any decent locally available brand should do. Rustoleum, Krylon.... Test it first on another piece of cardboard or metal to make sure it doesn't lift when overcoated with the charcoal

perfect ! and what will be the best paint to use on my metal interior parts and also my fiberglass panel from NPD ? AP-4464 OR VP-4464 ?

If you read the description the VP is made for vinyl and flexible plastic parts.  AP - 4464 is for the panels you have listed in this thread

The AP-4464 is a lacquer based product.  When precoating the dash and door areas with the semi-gloss black, I am assuming another lacqure based product is used - correct?  Is there any negative interactions with the EDP coated repro-panels and the lacquer?  I will test this weekend, but developing my plan now.

I don't use a primer - don't want anything that will fill the grain and primer is often designed to fill flaws but everyone has their own method.

Allot depends on what is available locally - sometimes I've used Hot rod black other times rattle can like Krylon
