Finish identification.

I'm unable to identify the finish on this Accelerator shaft.

My '64 Galaxie once had this finish on the accelerator shaft but I'm at a loss to what finish it is?

Looks like phosphate/oil.

Apply some fresh oil and it will likely change the overall look of the item
