Front bumper guard brackets

So I am in the process of taking the front end apart and I noticed that the small brackets that hold the bumper guards at the top are different from one another (see pic below).  One has lines in it and the other does not.  Is this normal or did one of mine get replaced sometime in its life?  Which one would be correct and what is the correct hardware?  Each has a different bolt.  If it matters, SJ Oct 64.

Those are grip marks from the forming. I've got the same on both my Oct 65 San Jose but I don't remember which side. The bolt on the bracket on the right is incorrect.

The one with the grip marks came from the driver side on my car...

Although RBW is a common bolt maker mark used at SJ the witness line under the bolt head seems to suggest another style then what is pictured.

That bolt on the right sure looks an awful lot like a smog pump pulley bolt. Hard to tell without seeing the threads and getting an accurate size on it.  Bob is correct about SJ cars getting a bunch of RBW marked bolts throughout. We have a lot of them.
