Not specifically, but have heard that both Mexico and Brazil were (still are) pretty restrictive over imports.  Their governments encourage companies to build (invest) within their borders by applying exorbitant tariffs to imports.  So companies either refuse, and don't sell much, or comply, and make parts there.  Assembling vehicles in Mexico made of components made in the US did not avoid the issue.

Most of what I remember reading about castings made in Mexico were that they were of a low quality. The criticism was directed to engine blocks but I guess it's "guilt by association" with anything else.

I had always read on the Internet that the Mexican 289 blocks were much better due to higher nickel content, and were quite desirable.
