Topic: Fold Down Seat Latch Cover washers?

The body assembly manual specifies four chromer washers and four chrome screws for each FD latch cover (sheet metal cover). The AMK kit for this part indeed includes these 4 washers and 4 screws for each cover. However, I don't see any evidence of the chrome washers ever having been installed in this particular SanJose example, which I took apart myself.

Where the chrome washers typically used? Or is this an example of the assembly manual being wrong or not followed during production?

And after an hour or so of looking through pictures - why can't people leave the fold downs - down

In any case found about a dozen clear pictures of the later style with no washers or what ever that French word is that they use to describe those things
