1964 1/2 steering wheel install / horn connection

So it's been several years since I removed the steering wheel and column when starting the restoration process. I have rebuilt the steerng column using a new bearing , bushing, and a Nos turn signal switch. I have also restored the original wheel and have since put everything back together. I used a new horn contact that goes in the turn signal switch and another that goes in the base of the steerng wheel. This issue is when I place the horn ring on and reconnect the horn leads the horns stay on. Great to know that the horns work but I can't seem to understand why they won't go off? Anyone know something I've done wrong? I don't  think there is an adjustment here.

It sounds like the problem is in the fit of the brushes. Try moving the steering column tube down for a start. A "fix" was to cover the spring in the steering column with shrink tubing, it was grounding the brush contact rings.

I actually had to adjust the column up because there was a 1/4 gap between the steering wheel and column. I would think the lower contact would always"rub" the base of the steering wheel? , that it was the upper contact when depressed by the horn ring that would make the connection? Do both of the contacts get installed with the longer metal contact up? Justthought the one in the steering wheel could be flipped over to have the shorter side up? Might or might not help?

 Negative on flipping the contact over. I'm sure it wasn't designed that way. But, I finally got the horns to work when the horn ring is depressed, and not stay on all the time! I found that the repro horn contact was sticking up way too far so I compressed it , (squashed the spring ) , and now it works beautifully. Thanks for the input!
