The question I have is were the tie down brackets on the rear frame rails put on at the end of the line ? What finish are on them batch color or natural steel and/or any body color overspray on them? I'm close to painting the car so what else could I have forgotten to do ??

No but not at likely during the first half either

No overspray on them - given your plant and year they were typically bare steel - untreated.
