Seeing Double - Courtesy Light Switch

Hello All,

Recently, I purchased '67 Fastback with standard interior and the previous owner had attempted to install deluxe interior.  I have seen some cars with dual courtesy light switches
on the drivers side.  Can anyone explain why are their dual switches?

The lower one is for the tilt-away steering wheel option.
