66 GT350 monte carlo bar

When was the monte carlo bar installed on the 66 GT350's?
I am wondering if the nuts on the bolts in the wheel wells should have sound deadener on them.
If shelby installed the bar then 3 per side would have deadener and the nuts backed off and reinstalled and the 4th per side would be fresh.
Correct?

Believe that the bar was added at Shelby but its sort of a "trick" question since sound deadener wasn't normally shot over the spring cover bolts and nuts (might hit the two upper ones at best) on 65-66 San Jose built cars
