Don't want to get off topic with the white sheath, but that material is the same type as the license plate light wiring cover.  Over time, the material can lose the dark black coating and turn white.  Believe they were soaked in tar or something similar over a cloth. 

BTW, your starter should be all black!

There is no Blue paint on the black engine.It is from my Aug 64 built coupe, with 4,500 original miles.Below is a picture of the starter cable on my 10,000 original mile June 65 vert.Notice it uses 2 looms.

My 66 is NOT original.  The clamps are repops.  There is two, and should only be one.
I can't remember if I replaced the cable with a repop or not, I think so.
BUT THE HEAT SHEATH IS WHITE WITH A BLACK STRIPE ON MINE AND IT IS ORIGINAL.

That is real clean white sheath that tar (or something similar) came off equally without leaving a trace of any other substance. (Brian, how did you do this?)
The part number on my starter cable with two brackets (and a disintegrating black sheath and no trace of any other color) that came off my 66 "K" Fastback (San Jose Oct 65 build) was C5ZF-14431-A, a 65 assembly, which is in contradiction to the 66 part number, C6DF-14431-A, with a single bracket (attached on the front engine mount bolt).
Ref Osborn 1965 Mustang Electrical Assembly Manual, AM0008 pg 29 and pg 31 view B, and 1966 Mustang Electrical Assembly Manual, AM0013 pg34 and pg 36 view B. A "C5ZF-" assembly uses two, a "C6DF-" assembly uses one.
I attribute my 65 starter cable use to Ford using up inventory.

May have done good...may have made a mistake, but I used a sprayer wand that connects to the air hose and will atomize and spray any liquid.
I sprayed lacquer thinner on the shroud.  I thought it was oil that had been absorbed in 45 years.  Didn't know it was something like tar.

The sheaths are black with the stiff tar like material.  No doubt the tar came off in the lacquer bath you used .  Just paint it black (like the end of your starter + clamp should be    ) and be done with it.  No harm no foul.

Here is an original example that does not match that pattern (5F07A270685)

I called on one of my neighbors, a virtuous Chevy guy with no bias or prejudice to color, who viewed the picture and stated - "it's a dirty powder blue".

 In that case you need to adjust the BGR on your monitor.Here is the original photo.As you can see it is over exposed.Below that is a closeup.No blue there eather.

Naw, it ain't my computer or the monitor, I've tinkered with computers since 1960 (crypto, then aerospace), so I know a blue from a black and why. Looking at the last couple of pictures, get a new camera.

Bottom line IMHO is it that (even though it might look like it for some   the bracket in person does not have any blue paint on it and has never. Believe at least a half dozen members here have seen the car in person.
