First welcome to the site. Hope you find the support and information your looking for related to your Concours focused projects.
As for your questions. Deductions would depend on the class and the organization the car was being judged at. In many places they will not be removing or having you remove the air cleaner for a closer look. If its not then if the judge can see a detail that is different (castings, attachments to and other details) then expect a deduction. If they don't catch one then your ok until the next show and set of judges.
As far as performance I suggest you post a question on one of the other forums where that sort of thing is their focus - I doubt that any one here has likely had those two specific carbs on a car to have an experience the differences. Give this was the early emission years so a lot of changes could and did take place in a short period - not all of the successfully and they were not focused on performance improvements in general
As for original car it would have been C9ZF-E for 4 speed equipped - C9ZF-F for automatic equipped
Again welcome to the site
BTW got to ask. Your description you included shows transmission T5. Is that how your door tag is stamped or do you have a T5 aftermarket transmission. If its the door tag the T5 is likely (given the other information you provided) is the exterior paint code - T being the color Candy Apple red and the 5 for the hood black out as part of the Mach I package. Just asking
