Cowl Seal Retainers

I read in C. Turner's blog on his SJ K 'vert resto that the metal retainers at each end of the cowl seal are phosphate finish.  I thought they were painted SG black and I "assume" I thought this because the ones removed from my 9/65 SJ car appeared to have been originally painted.

Is it the consensus that they are all phosphated, or is this another plant/date of manufacture variable?  Can I be pretty sure that my 9/65 SJ car would have phosphated retainers?

The ones on the car were removed with the original cowl seal from a 2/65 SJ car.  The gold parts coupe (1/65 SJ) had phosphate ones and the originals from the K code were also phosphate.

Jeff could probably say for sure on the later assy. date at San Jose.
