April 65 SJ horn bracket detail

Regarding refinishing April SJ horns: were the affixed brackets painted along with the horn assembly or were they phosphated prior to attachment?

Once assembled and finished you will not see any surface that is not painted semi-gloss black except for where the date stamp is and the brass spade where the horn wire attaches if its visible much at all one the wire is connected
