Topic: Seatbelt mounting

What is the correct placement of the large steel washer when mounting the front seatbelts? Does the metal washer go behind the carpet or on top of the carpet? If it goes on top of the carpet is only one rubber washer used or are two required. Below is a picture of what I am asking.

Looked at pictures but of course the other items get in the way of a clear view. If I recall correctly the thick washer goes between the carpet and rocker. You could double check the assembly manual reprints that cover 69 interiors it might be in there
