Lower fender attachment hardware

I?m in the process of reassembling the car for a trip to paint jail. This car has had work performed previously so I?m doing a bit of research to ensure all hardware is correct. As part of the this research I have searched this site as well as others. Knowing the amk kits may not be 100% correct I use them as a red also. In ref to the amk kit below where are the washers and rubber pads installed? Are these used for shims for aligning the rear of the fender to the rocker?

The answer to your question is shown in the 1969 Mustang Body Assembly Manual, AM0026, pg 8 (ref N9-105-2). The washers are used as shims, along with some caulk. The assembly manual also shows that the upper A-Arm shims, C4ZA-3043, (thickness not specified may be used (no verification of this use).
I suggest you get a set of the manuals.
The bad news is that there are three pages missing for the 69 manual, ref N9-105-1, N9-105-3 and N9-105-5. You may use the 1970 Mustang Body Assembly Manual pages N0-105-1, N0-105-3 and N0-105-5) as reference as they are "close", but not exact (the headlight difference).
Also, in Ford Car Parts (aka MPC), located in this forum's library, there may be enough information to help you out.

I'm confused by the combination of items in the "kit"

The kit is listed as being for  65-67 Mustangs

Never found rubber washers in that location.

Extra washers and even wood shims are often used by body shops to line up the rear fender edges with the door and rocker

It appears to be a "universal" kit. It will "fit". It will "work". It has "extra parts" (toss them). It is not "concourse" (the Sems lock washers on the bolts are different than the originals but the bolts have the same 5/16-18 thread).
Isn't "marketing" wonderful.
