70 fixed antenna

Pulled this antenna off a 70 fender in long time storage.  It is of fixed length, so it appears to not be correct according to the reference document linked below.

It is listed as a Ford part, and it does have the correct spacer.  Other than a later service part, any ideas what the correct application is for this?

Looks like someone pressed a replacement antenna tube in an original ford mounting base after original 3 piece was broken off .  There is an id # stamped on bottom of the cast mounting plate
