66 SJ front coil spring covers

The detailing book I have lists these as being flat black-is this correct? Car is 66 built in SJ.

I'm replacing my springs and wanted to go ahead and restore the covers. The outside of the cover has a texture. Is this sound deadening or years of build up? I'm considering stripping these down and repainting the semi gloss black. Also how best to restore the nuts and bolts? I can clean them up with a wire brush but are these left raw or sealed or painted?

It looks like factory sound deadener.  The fasteners for the coil spring covers should be phoshpate/oil finish.  The fasteners at the top of the image are for the shocks and shock tower caps and were a different finish (zinc).

Agree looks like the worker sprayed lower than usual and overlapped on the spring covers in your example or could have been an aftermarket undercoating job. Type of material and coverage will generally help you determine between one and or the other
