parking brake bracket spring mounting location

Gents,
I ran across this photo online showing the parking brake bracket spring hooked to the passenger frame rail.  The frame rail has two holes in it.  Did these holes in the frame rail come this way from the factory?  If not, what is the proper location for the spring to attach to?

Holes are from the factory.  I'm not sure repro frame rails have the holes; I vaguely remember having to drill them.
