The subject came up in another thread so wanted to provide a thread so we can focus and discuss the direction and need be the original details related to the bolts and nuts that retained the front spring covers on 1965 Dearborn built cars

What is being discussed so far is the direct on installation and nut location on the remaining, lower, size nuts and bolts. Typically this is a result and believed to be different depending on assembly plant and what worked best for those workers and possibly different due to the way the line or station is designed in that area.
These are often installed during a restoration matching locally seen cars rather than as found or representing the cars original assembly plant. We have often seen the same practice applied to other factory details.
A unrestored (everything has been rattle canned black) 1965 Dearborn example and the same configuration of the first 100 examples I've looked through so far in my survey
