1969 running change in headlight harness wiring?

A customer sent in a 1969 headlight harness for refurbishment, and it was in pretty good shape.  It had one peculiar characteristic, though: a fusible link for the section going from the OEM splice near the starter solenoid area to the battery side bolt.  The wiring was factory and not touched or butchered in any way.  This was the first time I've seen this in a 69; I thought the transition from copper wiring to fusible links was in the 1970 model year, and not at the beginning of the model run as well.
The owner, when told about this, replied that this was a car built on 7/18/69, a very late build indeed. 

I would have put this in the running change threads, but not clear what plant this was, if not applicable to all plants.
